Open the decision. It lists the rules that were checked, in order, and the facts each one saw: consent on file, inside calling hours, not suppressed, under the frequency cap. The answer is a record, not a reconstruction.

Same answer, other direction. The decision shows which rule said no, an opt-out, a quiet window, a cap already reached, and when. “The system decided” becomes “this rule decided, on this fact.”

Yes, and you don't have to take anyone's word for it. A release is tested as the exact version that answers customers, and cannot switch on until that test passes. What legal read is what runs.

Why that is the whole argument

“We reviewed the prompts” is an intention. “This exact version passed this test, and it is the one answering calls” is a fact. What closes a room is not a slide. It is opening a decision in front of everyone and reading it out loud.

When certifications arrive they will be listed plainly on the legal page. Until then, nothing on this site claims one.
